David Wayne Lay Death, Obituary: With heavy hearts, we remember and honor the life of David Wayne Lay, a Westminster man whose life was tragically taken in a hit-and-run collision early Tuesday morning in Oconee County, South Carolina.

According to officials, Lay passed away after sustaining traumatic injuries in a pedestrian versus vehicle crash. The incident occurred around 1:55 a.m. along the eastbound lanes of Highway 76/123 (Sandifer Boulevard) near Seed Farm Road, just outside Westminster. The vehicle involved fled the scene, leaving behind a devastating loss for his loved ones and community.

Lay was later found by a deputy with the Oconee County Sheriff’s Office during routine patrol. It is believed he had been walking toward Seneca at the time of the collision.

As authorities continue their investigation, led by the South Carolina Highway Patrol, family and friends are left mourning an unexpected and heartbreaking loss. An autopsy will be conducted to assist in documenting the full extent of his injuries.
